This style is acrylic pouring. You can use any acrylic paint, add a pouring medium, and add silicone to all but one or tow of the colors and that's how you get the cells. Once you pour the paint, you6torch it to get rid of air bubbles and it also brings the silicone to the top which gives the beautiful cells.
