Although good hygiene is a general good practice COVID-19 or not, it does not ensure someone is COVID-19 free. If you have the virus you have it, clean fingernails or not.
Same goes the other way. If someone hasnt showered in a month and hasnt been in contact with anyone, they likely dont have it. But you do not know unless they have had a test
I agree more with this quote. Only problems i see are these: 1. You are trusting someone hasnt been in physical contact with the outside world for 14 day (i.e. hasnt left the house AT ALL). 2. If someone cant confirm that for every single person they see, you may have been in contact
Also, a good majority of people are asymptomatic.
Just want to be sure everyone knows the true exposure risk. The fact that anyone can be asymptomatic is the variable we all need to accept
