I think it's related to you're not allowed to comment on a review that's over 30 days old. You posted a review that happened over 30 days ago. Therefore, no one can comment on it or they would be "bumping" it. So, the thread is essentially closed right after posting.

There is no rule against posting a review of a session that took place 30 days or more prior to posting.

The 30 Day rule of bumping reviews applies 30 days after the review was posted, not 30 days after the session took place.

Regarding the incident to which OP is citing, management has determined that yes, the engagement took place, but the review was posted more as revenge than as information.
The review was closed following consideration of both parties' issues and complaints.
