Might I offer my thoughts as learned years ago from someone much wiser than I in a non-descript classroom somewhere....

I think "You deserve what you tolerate" refers to each persons life and the choices that have been made. People choose to tolerate certain behaviors/ situations but then later complain about that behavior/ situation. You derserve it because you tolerated it. If a person doesn't like the situation they are in, they need to take action to correct it. If they continue to tolerate the situation, they deserve the fall out.
