If it's 2 adults, both of mentally sound mind, and both able and willing to consent, and it's literally hurting not a damn soul.. then what exactly is the governments logic behind wasting resources and ruining lives, do they really just wanna cock block that badly? I'll just say this. If wives paid a little more attention and care both sexually and not to their husband's, didn't bitch at them the second they get off of a hard days work, and put a tiny bit of effort into their appearance, their approach to handling conflicts, and being an appreciative partner in general then 95% of the married men who pay for sex would disappear and it's because they would be at home banging their wives.
