There is one across from St Ed's on Congress.

Two different places. I've been to both. The one by St Ed's is called Golden Spa and is way north of William Cannon. Golden definitely offers L3. This one (Relax or Wellness or whatever) does have a table shower, but never had L3 (but have had covered L2 like to OP).
