IMO: there are lots of providers with a whip. However if you want to learn how do really be a Domme start be reading... not the net, books "Different Loving", Screw the Roses, Give me the Thorns", "SM101", "The Topping Book", "The Bottoming Book" and if you want to go old school "Leatherman's Handbook: The Original" by Larry Townsend. Many good Domme's learned but playing sub to another good Domme. That way you have a better understanding of of things feel, how they work and the mindset. Enjoy and have fun.

fetlife.com is a great resource for anyone who actually wants to explore and learn. It's the largest online social network for those of us in the lifestyle. Domination really isn't something to just dabble in, you can really hurt someone that way. I would strongly suggest getting active in your local community and find someone who has mastered something you want to learn and train in it. Books are great. JustMarcus gave you many good ones that will help get your started but nothing beats real world experience with people that live in that lifestyle and many are very welcoming and willing to teach their craft.
