This is very misleading information. It leaves out the most important point: The CERTIFY is not valid unless it's accompanied by PINKY PROMISE. From a recent court transcript:
DEFENSE LAWYER: Your Honor, I move to dismiss this case on grounds that Officer Smith
certified that he was not part of any law enforcement agency when he visited my client's website.
JUDGE: That motion is denied.
DEFENSE LAWYER: Oh -- and I forgot to mention, he also PINKY PROMISED that he was not part of any law enforcement agency!
JUDGE [to prosecutor]: Is that true?
PROSECUTOR (shamefacedly): Well, um, you know, um, there are some cases from other states which say that a pinky promise is not binding if the officer's fingers are crossed and we think --
JUDGE [interrupting]: Sit down, Mr. Prosecutor! I will not have my court used as a tool to undermine the American system of justice and the basic dignity of pinky promising! Case dismissed!!1!!1!
