It is in Viet Nam, but I wouldn't be surprised if this happened in 3rd world countries where labor is cheap. Or even in ones like Venezuela. A few years ago, inflation was out of control in Venezuela, and condoms were difficult to find. (In 2015, a box of 36 condoms cost $755 US in Venezuela.)
If they end up being imported into the US, then that would be a real problem.
I remember a post on the “E” a few years back about a provider washing and reusing covers. Hard PASS!!! I always bring my own.
