There are no "First Amendment Rights" on social media sites. When you create an account, you agree to their ToS which are not concerned with your first amendment rights in the slightest. Your right to free speech ends entirely when you post on private company/corporation sites. Even here on Oh2 we do not have total license to free speech. The Owners and moderators have every right to gag you, and so it is on Twitter and Switter.
And yes, Twitter is coming down hard on graphic and sexual accounts and other controversial accounts. They have every right to do so. My Twitter and Switter account is rather clean and I've not ever been shadow banned or reported, but you will not find nudity there. The banning of such accounts is just going to get worse.
Regardless of what one's political views might be, the government is not "better" than us, but they are certainly more powerful than us, and there will be little we can do as individuals or as a community to stop it. The best we can do is just to stay in communication and roll with the times.

There are multiple ECCIE hashtags, so are we absolutely certain this Twitter feed is actually owned/operated/authorized by ECCIE management? While the announcement might indeed be true, I wouldn't take it as Gospel just yet. Just like any news flash, additional confirmation from other sources warranted.

I don't have any definite answers, but I have three guesses on some of the things you question.
Keeping the DNS entries current is important if the host wants to be able to bring ECCIE back with a flip of a switch (like if they didn't pay, or there's some Dutch court decision/warrant pending). DNS entries take time to propagate throughout the world.
I'm less confident about my second guess, which is regarding the server being up. What if it's a multi-homed, shared server? In other words, the hardware is still running because there are other websites being hosted on the same hardware. I have a server at home that has two IP addresses, which allows me to do some cool things. I know they can do a lot more in a NOC.
And all the cute pages and stuff might just be SOP for them. They replace the customer's files with a standard set of files that shows that there's nothing wrong with their hardware/software and that they've intentionally taken a customer's website offline for some reason.
I never saw a post ever that said that.
The site never said anything the 1st time that it went down via email or anything so I'm not sure why anybody would expect them to do so this time especially after they've closed once why would you omit that again.
I would be more upset if I sent them any money for premium access and advertising. They sure didnt care for those people they took money from before when they just closed shop.

Twitter is a social media site. Of course there wouldnt be a banner on eccie for it, for one adult content (like whats posted on E) is a violation of their TOS and a reason ladies accounts are being terminated on twitter and two eccie wouldnt allow a banner up that they weren't making money from. Banners are for sponsors.
Some people are going to be waiting a long time im afraid. No one ever made an announcement for months when it went down before. They only said something when people who paid money for advertising and premium access were pissed and were demanding refunds. Then we heard a little something. They took money and vanished no explanation nor warning til many months later.
